Restore service without erasing the backlog

For integration, retain the reviewed previous configuration and use the existing service deployment/rollback mechanism. Before a restart, understand whether memory-queued data will be lost and whether persistent data is readable by the rollback version. Rollback restores configuration, not already dropped telemetry. Confirm queue drain, stable process memory, sender health and backend query results after recovery; keep the loss interval explicit.
